Jon Gary Herrera
President & CEO
Jon Gary Herrera brings a wealth of experience and a passion for service to his role as President & CEO of VIA Metropolitan Transit. A San Antonio native, Jon Gary is a graduate of the University of Texas at San Antonio and the first Latino to serve in the role.

Throughout his life, he has cultivated deep ties to the community, where his career spans more than 20 years with senior management and executive roles in the private and public sectors.
Since joining VIA in 2017, Jon Gary has served as a dynamic and influential leader, holding the role of Senior Vice President of Public Engagement during the agency’s most transformative years since it was established in 1977. During this time, VIA was named the “Most Outstanding Metropolitan Transit Agency” three times and earned the highest customer satisfaction ratings among national public transit peers.
He was named President & CEO in 2024 and has strengthened his commitment to VIA’s mission to connect the community and help build a strong agency that supports the growing city and region.
Before joining VIA, Jon Gary was Regional Vice President of Communications for Spectrum (formerly Time Warner Cable), where he led award-winning strategic communications, public relations, and government affairs programs for 2 million customers throughout Texas. He also served as Vice President of Business Development for the San Antonio Hispanic Chamber of Commerce, where his work included initiatives to support and grow small businesses, with a priority on business education services and programs.
He continues to be recognized for raising over $450,000 in local scholarships as a former Rey Feo and member of the Rey Feo Consejo Educational Foundation. The local civic and cultural organization is active in San Antonio’s annual Fiesta celebrations and ongoing fundraising for educational opportunities and student programs.
Carrying forward a proven strategy throughout his career, Jon Gary’s vision for VIA includes building strong community partnerships that highlight transit’s ability to connect people and opportunity. He understands the value and great potential for investment in the local economy, supported by transit and the workforce it delivers.
Jon Gary’s informed and impassioned perspective has been key to advancing critical issues with broad support — most recently, regarding VIA’s Keep San Antonio Moving initiative that is delivering modern mass transit options to the region.
Growing transit ridership and VIA’s workforce are among the priorities Jon Gary has set for the agency, giving credit to the more than 2,000 frontline and administrative employees at VIA, as it prepares to mark a half-century of service in San Antonio and Bexar County.
Among his longtime service to local civic and non-profit causes, Jon Gary serves on the Boards of the San Antonio Mobility Coalition (SAMCo), the Rey Feo Consejo Organization (past Regent), and the St. Anthony Catholic School Board of Trustees. He has previously served as Vice Chair of the San Antonio Housing Authority Board, Chair of the Texas Cable Association, Chair of the West Side Chamber of Commerce (now South Texas Business Partnership), San Antonio Hispanic Chamber of Commerce, Greater San Antonio Chamber of Commerce, American Public Transportation Association Marketing and Communications Committee, and the South and West Transit Association Marketing and Communications Committee.

Tremell Brown
Deputy CEO
Tremell Brown has served in the agency’s No. 2 spot on the senior leadership team since May 2023. He oversees all staff functions and operations of VIA. Tremell directly manages key operating divisions, including Fleet & Facilities, Safety, Transit Police and Training and System Security.

He also serves as the agency’s Chief Safety Officer and Incident Commander for Emergency Management/Response.
Tremell began his career at VIA as a bus operator in 1990 and during the ensuing three decades with the agency has advanced to serve in various leadership positions, including Vice President of Transportation and Vice President of Safety, Training and System Security.
He is a Rutgers University National Transit Institute Fellow, an FBI Citizen Academy alum, a member of Class 47 of Leadership San Antonio, and a 2016 graduate of Leadership APTA.
He studied Organizational Development at the University of The Incarnate Word and is NIMS/ICS certified in Emergency Management/Response.
Tremell shares his successes with the “great people on great teams,” with whom he has worked. His dedication to service is matched by his passion to serve the community. He volunteers regularly and advocates for causes that create opportunity for all, ensure fairness and remove barriers to success through organizations that exemplify VIA’s mission to connect the community.

John G. Clamp
Chief Administrative Officer
John G. Clamp is responsible for the oversight and direction of VIA’s Fiscal, Procurement, Technology & Innovation, Human Resources, Equal Employment Opportunity and Disadvantaged Business Enterprise divisions, including their short- and long-term operational impacts, and the management of VIA’s resources and capital assets.

John brings more than 36 years of experience in the non-profit, public service and corporate sectors. Prior to joining VIA, he served as senior vice president of finance and administration at The DoSeum, chief financial officer for the Alamo Area Council of Governments (AACOG), executive director of the San Antonio Hotel and Lodging Association, District 10 City Council member for the City of San Antonio, and several leadership positions at USAA.
John received both his Bachelor’s and Master of Business Administration from the University of Texas at San Antonio and his Master of Public Service and Administration from The George Bush School of Government & Public Service at Texas A&M University.
He is active in various professional organizations, including the Texas and Local Society of Certified Public Accountants, and the national, Texas and local Association of Realtors. Additionally, he served from 2013 to 2016 as chairman of the Alamo Regional Mobility Authority, an independent governmental agency created in 2003 by the Texas Transportation Commission and the Bexar County Commissioners Court to accelerate the construction of needed transportation projects in Bexar County.
John is a certified public accountant, a licensed real estate broker and vice president of the District 10 Neighborhood Alliance.

Bonnie Prosser Elder
Senior Vice President Legal/General Counsel
Bonnie Prosser Elder is responsible for the oversight and coordination of legal services for VIA. She is also responsible for the risk management and claims section of the organization.

Bonnie has been involved in the public sector and transportation issues for more than 25 years, and she has extensive experience in law, public administration and open government matters for public agencies, as well as broad experience in intergovernmental relations, legislative matters, contract development and ethical considerations for public and private matters.
Bonnie received her Bachelor of Arts degree from the University of Texas at Austin and her Juris Doctorate from the University of Texas School of Law.

Rod Sanchez
Senior Vice President Planning and Development
Roderick “Rod” J. Sanchez, AICP, is responsible for the oversight and direction of all aspects of VIA’s planning and capital expansion program, including high-capacity transit projects and other capital investments.

Rod spearheads the Advanced Rapid Transit (A.R.T.) Green and Silver Lines that are part of the Keep San Antonio Moving plan, approved by San Antonio voters in 2020. He has more than three decades of experience in the public sector, and prior to joining VIA, he served as Assistant City Manager for the City of San Antonio, a position he held from February 2017 until his retirement in 2024.
Prior to being appointed assistant city manager, Rod served as the Building Official for the City of San Antonio and Director of the Development Services Department. He received his Bachelor of Business Administration in Finance from St. Mary’s University and his Master of Science in Urban Administration from Trinity University. He’s a Leadership San Antonio graduate (2007-2008), and a 2008 graduate of the Harvard University JFK School of Government Executive Education – Leadership for the 21st Century Program.
Rod is also active in various professional and community organizations, including the American Institute of Certified Planners (AICP), American Planning Association (APA), International Code Council (ICC), and St. Mary’s Alumni Association.

Teri Treviño
Senior Vice President of Customer Care & Public Engagement
Teri Treviño is responsible for the oversight of VIA’s Marketing, Communications and Customer Experience and Sales divisions. She is a distinguished marketing and communications strategist, renowned for her ability to drive growth and consumer engagement.

With extensive experience in executive roles for national retail companies, she is an accomplished, visionary leader.
Throughout her career, Teri has demonstrated a strong commitment to excellence and a passion for implementing impactful marketing and communications strategies. She was appointed Senior Vice President of Customer Care & Public Engagement in 2025 and leads a skilled team of public engagement and customer care professionals.
Prior to her current role, Teri worked for Dish Network, where she led the retail marketing strategy for the Boost Mobile brand and has two decades of multi-unit marketing experience within the telecommunications industry with Fortune 100 companies such as T-Mobile, Metro by T-Mobile and Cricket Wireless.
She is a recognized leader in strategic planning, crisis management, corporate social responsibility, media relations, content development, social media, public speaking, brand architecture, consumer insights, project management and public relations.
She holds a Master of Arts in Organizational Management with a specialization in Media Management from Ashford University in San Diego. She also earned a Bachelor of Science in Agricultural Development with a minor in Economics from Texas A&M University. Additionally, Teri has completed executive education programs in leading and managing globally from Yale School of Management and leading strategic growth from Columbia Business School.
Throughout her career, Teri has exemplified a commitment to excellence and a passion for driving impactful strategy. Her innovative approach and leadership have made her a respected figure in the industry.
